Board of Retirement
OCERS is administered by the Board of Retirement, a group of ten trustees bound by the County Employees’ Retirement Law of 1937. Of the ten members, four are appointed by the County Board of Supervisors; four (including the Safety alternate) are elected by OCERS’ active members. One is elected by the retired membership. The County Treasurer serves as an ex-officio member. Board members serve three-year terms, with the exception of the County Treasurer, who serves during his or her tenure in office.

Charles E. Packard was appointed to serve on the Board of Retirement on December 13, 2011. He is an experienced board member, business executive, entrepreneur and business strategist with more than five decades of success across a wide range of professional endeavors.

Deputy Sheriff Richard Oates was elected for his first term as the Safety Member on May 18, 2021, and was certified to serve by the Orange County Board of Supervisors on May 25, 2021. He began his first term on the OCERS Board of Retirement on July 1, 2021.
Shari L. Freidenrich, CPA

Shari Freidenrich was elected as the Orange County Treasurer-Tax Collector in November 2010 and was re-elected in 2014, 2018 and 2022. Prior to that she also served as a public servant as the Elected Treasurer for the City of Huntington Beach for 15 years.
Iriss Barriga

Ms. Iriss Barriga was elected as a General Board Member in July 2024, and officially began her first term on the OCERS Board of Retirement in January 2025.
Adele Lopez Tagaloa

Adele Lopez Tagaloa is a dedicated public servant, serving her second term as a General Board Member at the Orange County Employees Retirement System. She was first elected in 2020 and began her latest three-year term in January 2023. After finishing her one-year term as Chair of the Board, she is now chair of the Audit Committee and a member of the Investment and Building Committee.

Wayne Lindholm began his position as a member of the Board of Retirement on January 1, 2010. Mr. Lindholm came to OCERS with more than 40 years of experience in the construction industry.

Arthur Hidalgo was appointed to serve on the Board of Retirement by the Orange County Board of Supervisors on December 17, 2019.
He was reappointed to serve another term by the Orange County Board of Supervisors on October 18, 2022.
Roger Hilton

Roger Hilton began serving his first term as Retired Member on the OCERS Board of Retirement on January 1, 2023. However, he is no stranger to serving on the OCERS Board, having been elected to the office of Safety Board Member on May 22, 2012 where he served until June 30, 2021.
Shawn Dewane

Shawn Dewane was appointed by the Board of Supervisors in February 2017 and sworn in on March 20, 2017 to the OCERS Board of Retirement.
Mr. Dewane is a registered principal and investment management consultant with Newport Beach-based Dewane Investment Strategies. In his role at the independent firm, Mr. Dewane provides comprehensive wealth planning and sound investment management.
Jeremy Vallone

Fire Captain Jeremy Vallone began his role as the Alternate Safety Member of the Board of Retirement on July 1, 2018. He has served with the Orange County Fire Authority (OCFA) since 2004.
