Charles E. Packard was appointed to serve on the Board of Retirement on December 13, 2011. Mr. Packard serves as Vice Chair of the OCERS Board. He is an experienced board member, business executive, entrepreneur and business strategist with more than five decades of success across a wide range of professional endeavors.

Fifth Member Public Member Appointed by Board of Supervisors Term: 1/01/2023 – 12/31/2025 Charles E. Packard was appointed to serve on the Board of Retirement on December 13, 2011. Mr. Packard is an experienced board member, business executive, entrepreneur and business strategist with more than five decades of success across a wide range of professional endeavors. Mr. Packard was a founder and President of Pacific International Capital, LLC, a Newport Beach-based merchant bank which developed and invested in proprietary businesses, and an investment bank which provided clients with growth capital and advisory services in the United States, Europe and Asia. Additional experience has included Senior Management positions with: Endurance Capital Group, LLC; The Packard Group; Elite Financial Group, LLC; Greentrac.com, Inc; CB Capital Partners; Arnel Management Company; HBI Financial Inc. (formerly Seattle Mariners Management Corporation); and The Argyros Foundation, a private charitable foundation. Among Mr. Packard’s other experiences is having served as Vice President – Chief Financial Officer of Arnel Capital Advisors, a private investment advisor of a fund of funds; and as CFO of Westar Capital Associates, a captive private equity investment entity in excess of $200 million in equity investments. Mr. Packard possesses a Bachelor’s Degree and a Master’s Degree in Business Administration from the University of Toledo.
